The process to request a new residential water and sewer tap takes only a few steps if the tap request is for property inside City limits. Sewer tap requests for property outside City limits must include a Waiver of Annexation and a site plan. An approved vendor from our list must be utilized for all city and county water taps.
If you want to put existing water service in your name, please use the move-in form, move-out form or transfer service form.
Water & Sewer Taps for City Residents
For City residents requesting a water and sewer tap:
- Please complete the entire residential water and sewer tap form and submit it.
- A customer service representative will email you the next business day to complete the application process.
- A site plan is required for a sewer tap
- A Waiver of Annexation is not required for City residents when completing a sewer tap.
Water & Sewer Taps for County Residents
For County residents requesting a water and sewer tap:
- Please complete the entire residential water and sewer tap form and submit it.
- If you are requesting a sewer tap, indicate on the request form if you have a Waiver of Annexation or if you need a Waiver of Annexation. Then submit.
- If you need a waiver, a customer service representative will email a waiver to you.
- A site plan is required for a sewer tap
- Email the Waiver of Annexation and site plan to: EWSUAttachments@ewsu.com.
- State in the subject line: Sewer Tap Request – (PROPERTY ADDRESS) – Waiver & Site Plan – (RECEIPT NUMBER).

At the completion of the request process, you will receive a confirmation receipt number in the form. Please include the receipt number in your response emails for the Waiver of Annexation and site plans.
