The process to request a new residential water and sewer tap takes only a few steps if the tap request is for property inside City limits. Sewer tap requests for property outside City limits must include a Waiver of Annexation and a site plan.
If you want to put existing water service in your name, please use the move-in form, move-out form or transfer service form.
Water & Sewer Taps for City Residents
For City residents requesting a water and sewer tap:
- Please complete the entire residential water and sewer tap form and submit it.
- A customer service representative will call you the next business day to complete the application process.
- A Waiver of Annexation and site plan are not required for City residents.
Water & Sewer Taps for County Residents
For County residents requesting a water and sewer tap:
- Please complete the entire residential water and sewer tap form and submit it.
- If you are requesting a sewer tap, indicate on the request form if you have a Waiver of Annexation or if you need a Waiver of Annexation. Then submit.
- If you need a waiver, a customer service representative will email a waiver to you.
- Email the Waiver of Annexation and site plan to: taprequests@ewsu.com.
- State in the subject line: Sewer Tap Request – (PROPERTY ADDRESS) – Waiver & Site Plan – (RECEIPT NUMBER).

At the completion of the request process, you will receive a confirmation receipt number in the form. Please include the receipt number in your response emails for the Waiver of Annexation and site plans.
